The Temporary Tax Relief Act of 2007 (H.R. 3996) approved by the House Committee on Ways and Means Nov. 1st is slated for House floor action before the end of the week. This week, PIA and other members of the Government Withholding Relief Coalition, in a letter to all state governors and the National Governing Association, highlighted the industry's concerns with the new three percent withholding provision. PIA, as a member of the Tax Relief Coalition, sent a letter to all Members of the House and Senate in response to House Committee on Ways and Means Chairman Rangel's (D-NY) "mother of all tax reforms" proposal (H.R. 3970). The bill which lowers the corporate tax rate and eliminates the individual Alternative Minimum Tax (AMT),  also includes revenue raisers that PIA has historically opposed, such as eliminating an existing tax deduction for domestic manufacturing activity, repeal of the last-in, first-out (LIFO) method of accounting, new expense allocation rules, and expansion of payroll taxes on S corporation shareholders. ...

A bill that would require employers to verify the citizenship of not only new employees but of their existing workforce as well was introduced in the House this week. H.R. 4088 was introduced by Rep. Shuler (D-NC) and garnered a bipartisan list of 89 original co-sponsors. On October 24th, Missouri Governor Matt Blunt (R) offered his support in a letter sent to state prosecutors regarding their efforts to enforce Section 285.025 of the Revised Statutes of Missouri.  The statutes declare employers ineligible for state tax credits, tax abatements or loans if they employ illegal immigrants and Subsection 285.025.2 makes the receipt of tax credits in violation of Section 285.025 a class A misdemeanor and punishable by up to a year in prison. ...

This week, the House passed H.R. 3685, the "Employee Non-Discrimination Act," by a vote of 235-184. The bill, which would make it illegal for employers to discriminate against workers based on sexual orientation, did not include the protective language regarding "gender identity;" employer groups had expressed concern earlier in the legislative process that inclusion of such language would lead to uncertainty for employers in how to comply with such a provision. ...

The Senate Committee on Small Business this week reported favorably on legislation that would make it easier for smaller companies to contract with federal agencies. S. 2300, sponsored by Chairman Kerry (D-MA) and Ranking Member Snowe (R-ME), would revise U.S. Small Business Administration (SBA) procurement rules regarding consolidation of contracts, or "bundling," that some say favors larger firms at the expense of small business.
